Piette, Executive Director and CEO Mr. Piette has an extensive and diverse background in corporate law, litigation, programming, supervision, and funding-related activities for several nonprofit organizations. He holds his Juris Doctorate in law and was for many years a partner in a legal firm in Brownsville, Texas.
M. Steven Henderson, Chief Financial Officer
Mr. Henderson has held several senior positions in accounting and related financial services including controller and treasurer and has additional experience in board operations in the affordable housing management industry.
Jose C. Mascorro, Director of Corporate Administration
With diverse experience in children’s social services as well as administrative and organizational support, Mr. Mascorro brings to HCS a comprehensive background to oversee the combined central office staff and training of affiliate nonprofit corporate ownership and resident boards.
Edward B. Partridge, Director of Operations
A licensed Texas Real Estate Broker with experience in acquisition and tax-credit properties, Mr. Partridge has numerous years experience in the affordable housing industry as well as in all aspects of property and asset management.
Roger Canales, Real Estate Development Director
Mr. Canales has lengthy leasing and property management experience in conventional and affordable housing. His tenure with the U.S. Department of Housing and Urban Development also affords him extensive knowledge of compliance and Section 8 contract administration.
Brenda Garza, Director of Resident Services
Ms. Garza provides the guidance and supervision of all current property support services and the responsibility for developing new programming. Her background in child and adolescent policy and housing administration affords her with extensive knowledge of the field and available resources.
Jacque Haas Woodring, Director of Asset Development
With a background in real estate development for nonprofit affordable housing, Ms. Woodring manages multiple aspects of the development process including financing, due diligence, partnerships and closings as well as communications with investors, legal entities and state and local agencies.
